What is SICAP?

The Social Inclusion and Community Activation Programme ( 2024-2028) is the national social inclusion and local community development programme. It aims to reduce poverty and promote social inclusion and equality in Ireland by providing social inclusion supports to communities and individuals through community development approaches, engagement and collaboration.

SICAP is co-funded by the Government of Ireland through the Department of Rural and Community Development and the European Social Fund as part of the ESF Programme for Employability, Inclusion and Learning.

SICAP Goals

Goal 1: Supporting Communities 

This goal supports communities and target groups to engage with relevant stakeholders in identifying and addressing social exclusion and equality issues, developing the capacity of Local Community Groups, and creating more sustainable communities. The primary beneficiaries of Goal 1 are LCGs and social enterprises that have a remit in working with or providing services to SICAP target groups. Goal 1 includes providing supports for social enterprises.

Goal 2: Supporting Individuals

This goal supports disadvantaged individuals in improving the quality of their lives through the provision of lifelong learning and labour market supports. The primary beneficiaries of Goal 2 are disadvantaged individuals aged 15 years upwards and children and families.

NTDC SICAP Supports

You are eligible to avail of SICAP supports if you:

    • are unemployed
    • belong to the Traveller or Roma community
    • are independently parenting, or are a one parent family
    • have a disability
    • live in a disadvantaged area
    • are a new community, including migrant, refugee or asylum seeker
    • or your family are living on low income
    • are retired or economically inactive
    • are a young person looking for a job or training
    • are a woman who is facing barriers to her progression (Childcare, Transport, Social isolation, etc.)

The supports we offer are based on the following aims –

Supporting Communities:

  • Empowering Communities
    To enhance and support local communities in bringing about change through providing training, workshops, local information, access to funding opportunities and small grant allocations.
    To assist local thematic or area-based groups in their development by providing training in leadership, governance and capacity building.
  • Advocacy
    To support the development of children with hidden disabilities and their families through workshops and parental supports.
    To provide older adults with age-friendly opportunities.
    To drive the development of essential Family Services in North Tipperary, such as child handover & access facilities.
  • Social Enterprise Supports (Please see below for further details on SE supports)
    To promote social inclusion and economic development from a community perspective by addressing area-specific needs, creating employment and stimulating economic activity.
    Providing small grant opportunities, guidance on grant-application processes, providing information about ongoing training and development supports for social enterprises.
  • Volunteering
    To provide supports for volunteer-led and volunteer-based community groups.
    Access to free training, workshops, grant application information, and small grant opportunities for volunteer groups to enable ongoing development and training across North Tipperary.

Supporting Individuals:

  • Learning for Life
    To provide a variety of accredited/non-accredited courses that enhance skills, boost confidence & empower individuals.
  • Personal Development & Wellbeing
    To provide a variety of workshops that offer holistic and person-centred supports around mental health, awareness, relationships and self-development. If you would like to join the mailing list for upcoming Personal Development and Wellbeing events, please click here.
  • Child & Youth Development
    To provide access to mentoring supports and career guidance, school transition programmes, research on drug use and impacts, outreach supports and stakeholder collaboration.
  • Work Readiness
    To deliver one-to-one supports for those progressing to employment, providing accredited and short term training for those with employment opportunities, supporting transition from DSP to employment salary, referrals to other services, support with IT when seeking employment options.
  • Work Readiness & Career Supports
    To provide pathways to career development, working on targets, goals and capabilities set by individuals; to provide guidance and employment support to those most vulnerable and marginalised, using Career Guidance methodologies.
  • Enterprise Support for Jobseekers
    To provide one-to-one and group training to individuals interested in establishing their own business; providing business mentoring and guidance on developing a business plan.

SICAP Social Enterprise Supports

What is a Social Enterprise?

A Social Enterprise is an enterprise whose objective is to achieve a social, societal or environmental impact, rather than maximising profit for its owners of shareholders. It pursues its objectives by trading on an ongoing basis through the provision of goods and/or services, and by reinvesting surpluses into achieving social objectives. It is governed in a fully accountable and transparent manner and is independent of the public sector. If dissolved, it should transfer its assets to another organisation with a similar mission.   (National Social Enterprise Strategy for Ireland 2019-2022)
